I received a email saying I was not 18 years old while signing in to PayPal fine but I opened a business account when I was 19. Earlier I was not able to receive payments so I added a bank account and upgraded my PayPal to business account. It should not be the reason for suspension. The customer support is always offline.
If you opened the paypal account underage then it would not matter if you were 30 now, as soon as paypal found out it would be permanently limited as an illegally opened underage account.
