My account is still limited??

Last month I tried to send a payment for £20 over Goods & Services, for a scarf from a Facebook seller. PayPal have taken the money but not released it to the seller, showing as pending, claiming that they have limited my account until I can give them more info. They ask for information regarding ‘The products I sell, where I sell them, how I ship the products’, etc. Obviously I cannot provide this information because I am not the one selling any products. Surely the fact that I am the one trying to send money should be obvious? I have tried to explain this numerous times but every time I just get ‘The information you have provided is not accepted’. I also do not have the option to cancel the payment. What can I do?
