My account is limited... for unusual activity

I am trying to Christmas shopping and I may have spend more than usual. I really want to buy things off EBay and sellers accept PayPal as the only payment solution, Hence I’m trying to use PayPal to pay. All of a sudden, I get a message saying card declined by Card issuer on PayPal. So I called my bank and they said there is no block they did. Then I come back to PayPal’s website and I find out they limited my account. Note I am not a seller, I am a buyer. I do not understand why they limited me for “usual card activity” but I need my Christmas items ASAP. This is very ridiculous for PayPal to decline my card when my bank isn’t declining it. I have been trying to contact the number, I had no luck. Now I have to wait until MONDAY! My items won’t even arrive before Christmas if I order then. Anyone please help and let me know if you been through this!
