I accidentally started a dispute, and my account was limited. I have reset my password. However when I try to ‘confirm my identity’ or ‘upload photo ID’, it says that PayPal could not verify me. What do I do? I have PayPal credit payments to pay at the end of the month and I’m worried that my account will still be limited by then!

Are you using a VPN that is blocking you IP address? Or accessing the account abroad while traveling? Try clearing browser cache and restarting device and switching off and on your wifi/data connection.
Kudos & Solved are greatly appreciated. 🙂
