I have already sent in several peices of paperwork. Now they are asking me for something that don't exist if I just shut this account will they mail me a check or issue a refund?
You need to contact customer services to resolve any limitation OR account specific issues. Click help / contact bottom left of Paypal pages for options available for your country.
