My account is limited, and I keep getting errors trying to fix it

My account was recently limited - I was able to change my password, but it's still asking to either confirm my identity or upload picture ID. Whenever I select either one of those, I get the "Sorry, we can't move forward -We couldn't verify your account." error. I have tried deep cleaning my computers browser / internet history, reboot the gateway / router, Tried it from my phone with no luck. Calling customer service never actually lets me speak with an agent. What can I do to resolve this?

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.

WHEN YOU GET THROUGH DON'T SELECT ANY OPTIONS, TRY PRESSING 0 A FEW TIMES OR SAY AGENT.
OR
have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
It's: https://www.facebook.com/PayPal and @AskPayPal for Twitter.
