My account is limited and I do not know why?

Hello,

 

I joined paypal a few months ago. I made one transaction (I bought something) and it went perfectly fine. I have received a notice that my account is limited. In fact it states I can no longer use paypal. There is no reason given and I am just going in circles trying to use the resolution center. I have even tried the message center, within business hours and it tells me it is not business hours. What to do?
