Moved country now I have a dispute on old account

Greetings,

 

Long story short:

- Living in Chile, I pre-ordered an item from Japan back in June 2019

- At end of 2019, I moved to UK, set up new credit card, etc.

- In order to change the country, according to Paypal I had to close the previous account and open a new one with UK site, which I did

- Store in Japan has not delivere the product after 6 months of it becoming available, communication has gone nearly silent/irrelevant

 

Is there anything I can do in this situation? Please any help or tips would be greatly appreciated, thanks.

If you funded the paypal payment with a credit card then contact your card issuer maybe?
