Money sent to the wrong email and the transaction is completed what can I do? please help

Hi my name is Lisa I'm Eric's wife and the reason I'm writing this is because Eric is disable and has hypoxic brain injury. And it's hard for him to communicate at times. Eric tried sending me money that day and tried surprising me but he accidentally sent money to the wrong person. I had her in my contacts because she did tarot card readings and I was going to make an appointment with her but didn't get around to it. That's the only reason I new of her. I did reach out to her right away regarding 400.00 sent by accident. At first she was responding telling me she couldn't get into her google account she said she forgot the password. Then she said she was locked out and had to wait 8 hours before even getting into her account. So we waited patiently and then when I tried reaching out to her I notice we were blocked. And PayPal said that they couldn't help me because it was a personal payment and that I needed to talk to the receipatant to get his money back. But the person refuses to give him his money back it was $400.00 Eric's Social security disability. how do I go about getting Eric his money back? Please help us. Thank you 6:40

A friends / family (or gift payment) is intended as a transfer of funds from family or friends to one another. For this reason, there is no processing fee when payment is made with bank or PayPal balance.
However as it is a gift payment, there is also no Buyer protection as no goods or services should have been exchanged.

If you funded your paypal payment via a credit card then contact your card issuer and see if they will help you but unfortunately they may decline as well as it was a gift payment.

Or you have the right to take  your own legal action against the recipient but again you are on sticky ground as it was a gift payment.
