So I have a porblem that I made a transaction and paid it with Paypal but the item I bought hasn't arrived and I purchased the item on Jan 17 2021, and I would like to get a refund but I tried the Resolution Center but the transaction wasn't recorded on my account even though I used my Paypal account to transfer the money.
