Money held for 180 days, same response

So I have money left in my PayPal account, it was so random. Its been longer than 180 days and I've clearly tried to withdraw but keep getting the same error message. I tried phoning but had to send a message and have gotten no response but the same automatic message every single time. This is so annoying cause I've received the email but can't access my money.

Have you withdrawn funds before?
Are you withdrawing to a bank account or debit card?
What error message are you getting?
Have you verified / confirmed your bank account?
Are the funds cleared and not pending?
Are the funds in your countries currency?
Is the bank account in exactly the same name as your paypal account name?
Is any debit cards billing address the same as your paypal account address?

yes everything is fine and the details are correct. But it won't let me withdraw the money

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
