Money Paid and Company does not respon

I ordered a watch through Strong Current Enterprises Limited (a China company). I paid using PayPal $119.00. The watch is apparently made by Oshen Watch in yet another country. There has been no acknowledgement that the order was placed nor the money received. Instead, I receive an email that the order was still in the basket to be paid. I have attempted to contact both companies and none of them have responded not acknowledge my emails. Based on this I conclude that Strong Current Enterprises Limited is the marketing company for Oshen Watch. They've received my payment and have never forwarded the order to Oshen. I would like my money refunded.

Chinese Web Sites or on Facebook easy to spot so buyer beware.

1. No return address on the returns policy............thats because the site will look as if its in your country (where they despatch goods from) BUT they will ask for returns to go back to China (returns depot) at a shipping cost nearly always more than the item is worth.
2. No contact telephone number............if you click on contact the most you will get is webmail or an email address.
3. No company address information.
4. Great looking items at bargain prices that turn out to be tat.

How do I open a dispute with a seller when a purchase goes wrong?

You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website

By opening a dispute, you can communicate directly with your seller to work out a problem transaction.

If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. We'll review the claim and decide on reimbursement.

These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.

To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.

Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

https://www.paypal.com/webapps/mpp/first-dispute

DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND.

If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you.

Advice is voluntary.
Kudos / Solution appreciated.

Re: Money Paid and Company does not respon

I'm having the same issue. I have emailed the company with no response. From them I have not received tracking or any help at all. At this time it appears the watch that I bought prepaid  $119 for is out the door. Beware I believe this company is a sham!

Re: Money Paid and Company does not respon

Looks as if we have all been scammed. PayPal wants you to wait a month to allow time to contact company then have you contact your bank to see if they will refund your money. Why I should I do that. I purchased through PayPal, I trusted that PayPal would check these companies before allowing them to have customers like us purchase products through PayPal. It seems that PayPal takes no responsibility. When you qtry to call PayPal, which I had to do a complete search just to find the phone number the recording says due to the Coronavirus, they are closed. I am wondering if PayPal is having financial issues due to these scams. I am not waiting till June 19 and will call my bank today.

Re: Money Paid and Company does not respon

These problems continue in 2021.  PayPal closed my dispute when I told them that the company had no contact data and there were a number of complaints already filed against the company.  They said I made the purchase so it is my problem.  I then asked for the records used to close the complaint.  The last note in the message said I could send an email.  Three days later PayPal says send my request by snail mail.

Who is the PayPal competitor and do they do a better job or is this a monopoly that doesn't care about the customer who relied on the fact that they set up an account for the non-existent company?
