I was sent a payment from a buyer by error and contacted the resolution center. The money was refunded to the buyer but I was still charged 35$ seller's fee. I'm not a seller and have never been a seller. When PayPal refunded the amount to the buyer why didn't they also cancel the fee on my side? Thanks!

You may not be a seller but if the person that sent you the money used the goods/services option then the payment would be seen as a sales transaction.
So when you refund that sort of transaction paypal no longer returns the fee that you were charged as part of any refund issued.
You should have contacted the person that made the mistake and offered them a part refund minus the fee as it was their error.
