Mistake Order Refunded - But I am charged user fee

Can someone please advise the proper way to get through the automated system of non-reading to a process that might actually get this resolved?

 

A user sent my personal account $1,000.00 because they entered the wrong email address. My account received 970.70, less the PayPal transaction fee.

 

I was traveling and didn't check email so didn't refund so they disputed the charged to get the money back.

 

I did see that and replied that no order was made, that they just sent the money.

 

The dispute resolution ruled in their favor, because no item was sent. How could it? Nothing was ordered. They were refunded their $1,000.00, my account is now -29.30

 

I asked for a review, pointing all this out.

 

The reply was "No proof of delivery", again, because could there be since nothing was ordered for me, and they closed the appeal.

 

And I still have -29.30 on the account.

 

How, please, can I get a human to look at this refund the 29.30 to my account?

Wow. So I do nothing other than have an account, and I get charged money.

 

Guess I should be glad that they didn't send $100,000 to the wrong account.

 

So, solution is pay the fee to balance account and then close account. Got it.

Even if you had refunded you would still have paid the fee.

Its up to you to contact the other person and request that they cover those costs.
