Missing shipment

I have reported to Paypal about missing shipment which I guess I sent an email to the vendor but I don't know how to escalate to a claim. Now they just say the case it close. What should I do?

If you didn't do what is in the link then sadly the dispute will auto close 20 days after opening it.
