Missing part order

I ordered a saw and blades the blades arrived but the saw was missing pay pal have dismissed my claim as the seller said they sent the order but the saw was not in parcel so I have three blades and no saw

You filed the wrong claim. Supposed to file Significantly Not As Described (SNAD) claim. Item Not Received claims are for not receiving anything at all.
