Missing facts on dispute and closed my case

I purchased two dresses.  I received one twenty sizes too large and the wrong color.  I never received my second dress.  The seller cancelled the order.  They offered $70 back from the $79 I paid!  I disputed it and Paypal ruled in their favor.  I am going to have American Express go to battle with Paypal.  They cannot pay a seller who lied and did not send me the second item.  This is FRAUD!  How do I actually speak with someone from Paypal to correct this???

What case did you file? Significantly Not As Described (SNAD) or Item Not Received (INR)? A SNAD would have been the appropriate claim to file. You can appeal and provide the missing evidence/change claim reason, if need be. Or call customer service to speak with a dispute specialist. Be friendly but persistent and they will help. If not, go to AMEX.

 

Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US or other contact options.

Call early, during business hours, west coast time to try to get a US rep.
