Merchant sends incorrect item and PP dispute is DECLINED because shipping tracking proved!

I ordered an electronic item from a merchant in China, and never received the item.
I lodged a dispute with PayPal stating that it was not received.
Around this time I did however received a packet of cheap toothbrushes from an unfamiliar Chinese address.
My dispute was today declined by PayPal because they "received shipment tracking from the merchant confirming that the merchandise was delivered."
So at least now I know for sure who sent me the toothbrushes.
PayPal closed my case and does not allow any further information to be entered into the case ticket.
Great scam!! Presumably the merchant is well aware of this flaw in the PayPal dispute resolution system.
In the meantime I had contacted the merchant directly and advised them that they sent the incorrect item, but of course this has been ignored.
Any ideas on next steps?
