Merchandise not received

I purchased some items from a US vendor on June 20. The vendor did have on her website that due to the pandemic it may take a little more than 4 weeks. It is going on 4 months. I asked the vendor for tracking and she could not give it to me. She told me last week that if it was not there when she went back to the office on Tuesday that she would refund me. Now she says she will have tracking soon. I told her weeks ago i didnt want it but she claimed it was already shipped but it wasnt. I paid her paypal invoice but i used my cash app balance. Can i dispute the charge?
