I'm sorry to hear about the limitations on your accounts. If there are steps to complete in the Resolution Center, please complete all the listed steps and allow for some time for the information to be reviewed. If there are no steps listed, look to see if the communication you received states that the limitation is permanent. If it is, I regret that there would be no resolution possible.
I hope that there are steps listed and that this can be resolved quickly for you both!

Seems it’s a scam. I received a reply from an email I sent to China Post, and they verified.
