I finally got a refund as well!!! I filed the claim two times and was denied. I called PayPal customer support they told me to contact ups. Ups denied the claim as he had proof of delivery, but when you file the report with ups, they send you an email with thebname and address to where it was shipped. I screenshot that message, called PayPal support to disputed my case and within five minutes the PayPal rep helped me upload that documentation, refunded my money, and assured me they took the money from his account. He was using the name Nga <removed> on my case. He also told me he is flagged in PayPal and they are investigating him. Justice was finally served but he should have charges against him for theft! What a snake.
