Lost the appeal (i'm the seller) even tho I have sent the items. Buyer got refund and the items

What should I do if Paypal closed my appeal regarding a refund even though I had forwarded them the tracking numbers and one of the package is already successfully delivered a few days ago. I checked the internet for answers and found how to contact Paypal properly but whenever I log-in, the FEEDBACK AND FORMAL COMPLAINTS option DISAPPEARS from the choices. 

I can't let the buyer get the money as well as the items. Can someone help me with this? I was told I need a PAYPAL CASE SPECIALIST.
