Lost package and seller offering half of purchase cost as refund

It has been over the 180 days since I made a purchase. The seller kept telling me that they could not ship due to Covid. DHL has noted the package as being lost. The seller did not purchase the correct insurance for the package. Now the seller is offering half of the order value (not including the shipping cost and cost of documents) as a refund.
Is there some sort of grace period for disputes due to covid? Is there a way I can get back a full refund?
Any suggestions would be appreciated. I have not been in this position before so I'm not sure how to go about things.
I'm in Canada and the seller is in Peru (not sure if this changes anything).
