Lost item

Dpd claim parcel was delivered to a neighbour ticket through door said left on patio. My confirmation to leave with neighbour was accepted driver said he passed item over my fence to someone. Tracking says item delivered to neighbour but signed with my surname. Opened PayPal dispute and lost. Ebay say I need to get PayPal to close dispute so they can open one. Any help appreciated.
