Lost Dispute as a result of False information and Lies by the seller.

I purchased VIP on a gaming server, for $20. I was then banned shortly after, for no reason. I tried to get the transaction refunded, as it was evidently a scam, yet PayPal sided with him due to the false information he had given to them. The reason they sided with him, was because he had claimed this was a ''donation, to receive something on the server'' making it ineligible for buyer protection. Although, this is simply not true. The transaction is labelled as a purchase on the website, and the place of purchase is labelled as a store. What he told PayPal was simply a blatant lie, and because of the way the system works, i can't re-open the case, that was closed due to false information given to them. Why can i not dispute the decision, when the reason they couldn't side with me is a lie?
