Loosing money due to coronavirus

I paid a deposit by PayPal to a venue in Cyprus for wedding hair and make up. The wedding has been cancelled due to coronavirus and I can’t gain entry to the country. The make up artist won’t refund the deposit. She has offered to move it to an alternative date but that isn’t happening in Cyprus anymore so am I covered by PayPal for a refund? The hotel and flights have refunded all money paid.

All you can do is try, no guarantees:

  1. Locate and click payment transaction in your PayPal account activity
  2. Click "Report a problem" 
  3. Click “I didn't receive an item I purchased”.

If the PayPal dispute fails, try your credit card if that is how you paid.
