Do you mean if you're sent a payment but don't accept it? The money would be returned to the sender in this case. If you meant you sent a payment and it wasn't accepted, then the amount would either be returned to the card (if you paid with a card), or to your PayPal balance, which you could access either after the limitation is resolved, or once 180 days has passed from when the restriction was placed.
