I can’t use paypal anymore and my funds in my accounts will be held up to 180 days.now its over 8 months and still i cant withdraw my money..i have send an email and no response. what else i can do without calling them?

Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
