Limited account...locked out....and PayPal took my balance

Hi have had my account for years and made many sales and purchases without a problem. Sold something for a couple hundred dollars and was paid. Within a day or so when I went in to confirm payment and withdraw funds to my bank, it gave me a message that I cant use PayPal anymore and my count would be closed. Wait 180 days and then I could withdraw my balance. 90 days later PayPal paid themselves my balance leaving me a zero balance. Of course you cant get anyone on the phone or via chat to assist. How do I get my money back?
Here's the latest message.
At PayPal, we value a safe community for our customers to do business. We noticed activity in your account that’s inconsistent with our user agreement and we no longer offer you PayPal services.
Any bank or credit card information linked to your PayPal account cannot be removed nor can it be used to create a new account. You can still log in and see your account information but you can’t send or receive money. Any money in your balance will be held for 180 days, after which we’ll send you an email with instructions about transferring your money.

Same kind of has happened to hundreds of others, see from Trustpilot all reviews and avoid PayPal like plaque. It's evil actions to limit small business people out that way.
