Limited account due to photo id

my PayPal account is currently limited due to photo ID my driver's license is currently suspended so the court has my ID I have submitted documents such as birth certificate social security card utility bill and have my link the bank account and credit card to my Paypal account and my account is still limited what can I do and why even though all these documents were submitted is my account still limited
