Limited account and refund still pending

Hi

I've been asked to update PayPal with some infos...simple, like to confirm my address and bank account...so I did 

But I still have the limit on my account access and looks like I can't finish the operation I've been asked to do

On top I accidentally payed to times something which somehow PayPal itself made it ....I am sure I selected family and friends, than I payed twiced ansked for refund ...the refund was estimated today, and I haven't got my money back.....somebody with the same problem or the solution???

I can't even get to talk to an operator ....I don't get it
