Limited Account - No way to solve

I have been trying to resolve this issue for THREE months and I continue to receive the same email over and over again about following the steps to change my name. I have done everything requested, even sent the documents via post to the US, I have scanned and sent legal documents and I still receive an automated answer that the documents are not legal. I am at the end of my tether, I have sent three complaints about the appalling customer service, same reply asking me to send the documents I have already sent in every single way. I feel I am being bullied by Paypal and they are holding all the money I have to survive!!! Can anybody help?
