My account was permanently limited without even hearing from me. But my question is, does that mean i can't use paypal again for life? Or what is the way out of this? Reason for permanent limitation is user policy violation, which am still trying to figure out.

I'm sorry to hear about the permanent limitation. If there's been a violation of the Acceptable Use Policy that necessitates a permanent limitation, there would be only very limited information given regarding the reason. If there are funds left in the account, they would be available after 180 days has elapsed from the date of the limitation. I'm sorry that you've had this experience.
