Limitations

Good day, Please can someone assist. My account has been limited and blocked for 180 days. I have waited the 180 days and received an email that I could withdraw the funds. When trying to withdrawal funds it says my account is still limited? I have tried to contact PayPal numerous times with only generic responses. I have provided all the documentation they have asked for and I still get no where. I have no open cases in the resolution centre so I can further my case either. If anyone knows how I can get through to a real person to resolve this issue that would be of great help. I have been fighting generic replies for over 9 months now and really need to get access to these funds. Thanks in advance
