There should be account alerts/notifications (bell icon) and/or email sent. You can also check the Resolution Center. For your convenience, PayPal always list the steps to remove the limitation there under Steps to Remove Limitation.
If you are seeing error messages, it could be a security flag and it’s best to back off the account for a few days and then try to perform the action again. Make sure to restart your device and clear browser cache/cookies prior to attempting again.
