Limitations on mt acct..impossible to load photo

I am going theu hell trying to remove limitations...have tried over past 2 months, then thought it was fake, so left it!

doesnt accept my foto from ipad nor iphone...either circle of downloading contnues or, i receive ERROR...PLEASE HELP
