Limitations on account - no response from Paypal

I have messaged paypal numerous times and called many times, only to be told they don't have people to respond.....this is getting really ridiculous.....I know longer no how to get help.....no one responds.  They have limited my account....I have sent in all documentation they requested and still no answer or resolution.

Let me know if you get anywhere. I am having same issue. I have no idea why. Uploaded passport and utility bill just fine and they didn’t accept I suppose. I can only guess that is the issue since I can not reach anyone
