Limitation unresolvable!

A few MOMENTS after creating a paypal account a limitation is put on it.... MOMENTS! And to get rid of it, I need to verify my address using bills.... I AM 18 YEARS OLD.. I DON’T HAVE BILLS. Amazing how this service treats their brand new users!
