I've submitted all of the documents that they requested and my account is still limited they're saying that I submitted the wrong document for my my cards account sheet but reason I did a picture of screenshot of it they said I didn't work to submit it in PDF form I submitted it in PDF form and they're still saying it's not good enough what do I do

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.

Similar issue I have but my account was dropped from PayPal and now hold my funds. I have a legit company with an ein. Everything was smooth until sales increased and was told to provide answers to certain questions. I provided an answer to every question from help of the customer service apparently it wasn’t enough. Example I was told to answer a question about url for my website and was told to put under construction. I am now trying to prove that the website is up and running and it’s a misunderstanding. I have been using PayPal for quite some time for my services but as sales increased due to a new service PayPal questioned my account. My funds are held for 180 days and not sure why it I’m providing everything the correct way and no refunds have been asked for 30 days. Anything I can do to take this ban off and get my funds knowing I can’t do business with PayPal in the future?
