Today I accessed to my paypal account. I could see account limitation notification from the bell of top right side.

I am not sure when it was sent to me. Because I didn't get any email about it. 

When I visited resolution center in order to fix it, it says to check my primary email for the additional information and asks me to upload proper document.

But I didn't get any email for it and don't know what I have to upload to there. Really strange. I tried to open new ticket for that issue several times, I couldn't find where I could create new ticket. So I came here and am posting now. Please try to help me.
