Limitation Paying Merchant through PP

I am trying to make a payment to a merchant via PayPal through the merchant's website. When it links to my PayPal account to finalize the payment, I receive a PayPal message that says "Sorry, you can only make payments to this merchant using balance or confirmed bank account."

I have made many payments through PayPal to this merchant in the past. My bank account is confirmed with PayPal and I do not see any limitations on the account in the resolution center. 

Any thoughts on what the issue could be???

Was this ever resolved? I've been experiencing the same issue with one particular vendor, but now I am getting the message whenever I try to check out with Paypal.
