HI, when I open my PayPal account there is a notice saying that the functions are limited. I have uploaded all the necessary documents for my identification but non of the services work. What can I do? I need to activate the account soon because I need to make transactions. Thank you.

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
Or have you considered contacting Customer Service via Facebook or Twitter?
