Lifting limitation, unable to submit invoice

Hello Everyone

I cannot seem to submit an invoice to resolve my account limitations.

When I click resolve a new window appears but I have no option, input field to enter my invoice. 

Any ideas?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
