My account was limited before I was 18 but I was messaged by a PayPal agent saying they would be able to resolve the limitation after I turned 18. I am now 18 and unable to contact anyone to help resolve this issue.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
