I already sent it in once.
I am now asked to send it in again, but I'm not given any information about why the previous one was declined?
All I know is to send in the same thing again, but surely it will be declined again.
How do I resolve this issue?
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
