LIMITED PAYPAL 180 DAYS: Unable to link a card

I already received an email regarding of the eligibility of funds to withdraw from my PayPal. But the problem is, I can't link my card. I get an error. Please help!

You need to contact customer services to resolve any limitation or account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?

I don't have those two. I only have instagram. Do they have instagram? Or how can I contact them through email? It is expensive to contact them through Phone cause I am from the Philippines

I am sorry to hear that. As mentioned before, you would need to contact us directly. You can call us at this number  +1-402-935-2050 (a U.S. telephone number) from 6:00 AM PT to 6:00 PM PT Monday through Sunday.
