LIMITED FOR ALMOST A MONTH! Agents are not proactive on helping on my issue

I already submitted all my documents. I contacted them and they told me to just wait. I don't have to do anything since I already submitted all the documents needed including the tracking numbers. After 3 weeks, my account is still limited so I decided to contact them again. The agent told me this
"it was rejected by our security system we find no record of the tracking details that you have submitted."
Paypal please fix this........
