I recently opened a PayPal account. PayPal mobile account and was successful. Though I managed to top it up, I was unable to send cash. Something like limited stuff and that my account had issues. Now I'm wondering why is it that I managed to top up yet sending refuses.!!

Go to the Resolution Center to the Account Limitation case to see why your account was limited. You probably need to verify your identity and need to submit documentation.

I tried that but seems since I am in Kenya there are certain things they want that I still don't have

You need to contact customer services to resolve any limitation or account issues.

Click help / contact bottom left of Paypal pages for options available for your country.
