Keeps asking me to provide the same identification documents for partner

I am trying to confirm my partners details. Every time I supply documents to confirm his address it says we will be in touch. I then receive an email requiring the submission of a partnership agreement. When I go to the resolution centre to do this, it makes me redo my partners identification again with no mention of the partnership agreement submission. This has happened three times in a row, and PayPal has not given notice that his identification documents are not valid. 

 

Any help would be appreciated.
