Items never received - PayPal closed case, no refund

Hi

 

I ordered flooring from a sellers' website who had PayPal built in to their website as a payment option.  I put the payment through on 15th March.  When I hadn't heard from the seller, I contacted them and they told me they didn't have the item in stock, even though it allowed me to order it on their website and pay €1,625.  The seller has not refunded despite multiple requests.   I put a dispute in with PayPal, but as an "unauthorised transaction" - they have said it isn't unauthorised, and they aren't refunding me. 

 

I have since attempted to contact PayPal via message, gone unanswered - I need to dispute this payment - the goods simply were never even sent to me, nevermind received. 

 

Is there anything I can do?
